RA MFA: Karabakh Armenians’ rights no longer on table

Armenia's foreign ministry has confirmed that following the publication of the decree dissolving Nagorno-Karabakh, the issue of the rights and security of its Armenian population has been removed from the agenda of interstate normalization talks between Armenia and Azerbaijan. This was reported by RFE/RL.

At a joint press conference with the German president, Azerbaijani President Ilham Aliyev said that until January 2024, Armenia's insistence on including the "fate of the so-called Nagorno-Karabakh Republic" in the peace treaty was the main obstacle to negotiations.

"We have repeatedly stated that Armenia was working during talks with Azerbaijan to ensure the security and rights of the Armenians of Nagorno-Karabakh, including by proposing an international mechanism to address these issues. The same goal underpinned efforts to organize meetings between representatives of Nagorno-Karabakh and Azerbaijan in third countries, which were rejected by the Nagorno-Karabakh side. After the publication of the decree on the forced displacement of the Armenians of Nagorno-Karabakh and the dissolution of Nagorno-Karabakh, this issue has been removed from the agenda of normalization of relations between the Republic of Armenia and the Republic of Azerbaijan," the ministry said.

In September 2024, National Assembly Speaker Alen Simonyan stated that Armenia’s authorities did not participate in the drafting or discussion of the document signed by Artsakh President Samvel Shahramanyan on dissolving the republic and were only informed of the decision.

On September 19, 2023, Azerbaijan launched a large-scale offensive against Artsakh, subjecting the region to intense shelling. The next day, September 20, the authorities of the Republic of Artsakh accepted the Russian peacekeeping mission's proposal for a ceasefire and agreed to Baku’s terms, including the disbandment of the defense forces and the dissolution of the republic. Forced displacement of residents began on September 24, with over 100,000 people fleeing to Armenia. According to some reports, only about 20 Armenians remain in Artsakh. On September 28, Artsakh President Samvel Shahramanyan signed the decree on dissolution, which took effect on January 1, 2024.
