The Corruption Prevention Commission has released a report summarizing the outcomes of its review of media publications for the first quarter of 2025 and for 2024 cases that extended into 2025.
The Commission found no grounds to initiate proceedings against Yerevan Mayor Tigran Avinyan. However, it launched an administrative case against former Vagharshapat Mayor Diana Gasparyan, imposing a fine of 300,000 AMD. The penalty was due to the municipality signing contracts with a company owned by Gasparyan's father-in-law. Moreover, Gasparyan failed to submit a written declaration to the Commission regarding a conflict of interest concerning a contract signed on January 27, 2025, according to Aravot.am .
The report indicates that the Commission examined 24 media publications: 7 related to potential conflicts of interest, 1 concerning official conduct, and 16 involving asset and income declarations.
According to RFE/RL, Diana Gasparyan signed an AMD 13.6 million contract with her father-in-law for the procurement of compressed natural gas. Previously, her husband's parents were involved in a scandal over unauthorized construction in Vagharshapat. Additionally, significant discrepancies were found in the asset and income declarations of Gasparyan's husband, Aramayis Mirzoyan, a member of the ruling Civil Contract party.
In Avinyan's case, Pedro Zarokyan, a member of the opposition "National Progress" faction in the Yerevan City Council, alleged on Facebook that Avinyan's football associates were winning public tenders. Specifically, the director of "Lilanarm" LLC was listed on the Civil Contract's 2023 Yerevan Council election slate. In 2015, "Lilanarm" LLC won only two public tenders worth 157,648,083 AMD. However, since 2019, the company has secured tenders totaling 10,188,707,618 AMD (approximately $26 million), predominantly from the Yerevan Municipality, especially in late 2022 and during 2023–2024, coinciding with Avinyan's involvement in the city administration.
Activists, including Mesrop Manukyan of the "Mother Armenia" faction and civil activist Artur Chakhoyan, have repeatedly highlighted the substandard construction work by "Lilanarm" LLC. Their advocacy led to a confrontation with the Nor Nork district head and his subsequent dismissal.
