Romamos Petrosyan, head of Armenia’s State Oversight Service (SOS), presented the agency’s 2024 performance report to the National Assembly, highlighting the efficiency of their operations. He stated that more than AMD 922 million was returned to the state budget through the service’s efforts in 2024, according to 1lurer.am .
Petrosyan summarized the year’s monitoring activities, emphasizing several significant statistics and indicators demonstrating the agency’s performance.
In 2024, the SOS conducted 159 regular audits of state institutions and their subordinate organizations. Of these, 114 were completed within the year, while 40 continued into 2025. Additionally, 27 studies were launched, 22 of which were completed in 2024, with 5 carried over into the 2025 agenda.
In total, the agency performed 27 studies and 159 regular audits of government bodies and affiliated entities during the reporting year.
As a result of these oversight activities, over AMD 922 million was restored to the state budget in 2024 (compared to AMD 1.1 billion in 2023).
The agency also sent 69 reports and documents to the Prosecutor General’s Office of Armenia for potential legal action. Criminal proceedings have already been initiated based on 63 of these referrals.
On May 29, the National Assembly passed in the second and final reading a legislative package amending the Law on the State Oversight Service and related laws. Under the new regulations, the responsibility for budgetary financial oversight—previously held by the Ministry of Finance—was officially transferred to the State Oversight Service.
The updated legislation also expanded the agency’s authority to include monitoring the legality of managing state funds allocated to local self-government bodies.
