Pashinyan, Aliyev reportedly plan late July meeting in Dubai

According to a Middle East Eye report, Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev plan to meet in Dubai at the end of July to continue negotiations.

Their last meeting took place in May in Albania during the European Political Community summit, where they agreed to maintain dialogue.

According to the publication, although Armenia and Azerbaijan reached a preliminary agreement on a peace treaty draft in March, Baku is presenting additional conditions before officially signing the document.

Azerbaijan reportedly demands that Yerevan amend its constitution to remove references to Azerbaijani territory, terminate the European Union Monitoring Mission (EUMA) in Armenia, and dissolve the OSCE Minsk Group, which Baku claims has shown bias for 30 years.

Middle East Eye sources say the planned Dubai meeting will be a positive signal, showing that both sides remain open to dialogue despite ongoing disagreements.

It is noted that Armenia’s capacity to hold a constitutional referendum is limited.

According to the report, Turkey is encouraging Baku to sign the peace treaty, emphasizing the importance of reducing Iranian influence.

Turkish officials also view Armenia as a key link in the broader "Middle Corridor," aimed at connecting Turkey with Central Asia.

The UAE reportedly seeks to host the negotiations to help improve relations between the two South Caucasus countries.

On June 25, Armenian Foreign Minister Ararat Mirzoyan and Azerbaijani Foreign Minister Jeyhun Bayramov held a phone conversation with UAE Foreign Minister Sheikh Abdullah bin Zayed Al Nahyan.

“The ministers discussed issues aimed at ensuring peace in the South Caucasus and the Middle East,” stated Armenia’s Foreign Ministry.
