Opposition warns networks nationalization is political retribution

Parliamentarian Garnik Danielyan of the Armenia faction remarked that the nationalization of Armenia Electric Networks is politically driven, citing criminal charges against businessman Samvel Karapetyan—warning this move undermines national stability and threatens citizens’ interests.

He stated: “If Kirk Kirkor­yan and Charles Aznavour were alive and supporting the Mother See of Holy Etchmiadzin, they would find themselves in the exact same position.”

Artsvik Minasyan, secretary of the Armenia faction, criticized the non-transparency of nationalized asset management and noted the government’s inability to even govern the country effectively. He labeled the initiative “illegal, unconstitutional, in violation of international legal norms, and posing massive financial and investment risks, rooted in political persecution.” According to him, “all entities in the energy system… are targeted, and this seizure process will reach everyone” .

Minasyan added that if this approach continues, it would be logical to nationalize all oligarchs’ assets, including those of MPs. He specifically called attention to Rossia Mall and Vivaro among the implicated entities .

Prime Minister Nikol Pashinyan announced on June 18, before Samvel Karapetyan’s arrest, that the time had come to nationalize the Electric Networks of Armenia. He also warned that any employees of the company who refuse to cooperate would be dismissed. On June 24, he confirmed that the nationalization plan was finalized.

On July 2, the National Assembly passed in the first reading—with 65 votes for, 30 against, and none abstaining—a legislative package amending the laws on the Public Services Regulatory Body and Energy, laying the legal groundwork for nationalizing the ENA
