Only Armenian citizens can vote in national elections

Only citizens of the Republic of Armenia are entitled to participate in nationwide elections, the Ministry of Internal Affairs’ Migration and Citizenship Service said.

The agency announced that the Civil Court of Appeal had upheld its complaints in three cases concerning the voting rights of people displaced from Nagorno-Karabakh, overturning lower-court decisions and terminating the proceedings.

Addressing displaced residents from Nagorno-Karabakh, the service said misleading information had circulated on social media claiming that individuals could obtain voting rights and be added to voter lists without applying for and acquiring Armenian citizenship.

The service noted that it had appealed three rulings issued by the Yerevan Court of First Instance to the Civil Court of Appeal.

“Continuing our open and honest dialogue with you, we inform you that the Civil Court of Appeal has upheld the appeals submitted by the Migration and Citizenship Service in the above-mentioned cases. The judicial acts have been overturned and the proceedings have been terminated,” the statement said.

The agency also addressed speculation regarding further appeals, citing the appellate court’s reasoning that the legal possibility of challenging a judicial act is determined by legislation rather than by the court’s conclusions in a particular case. The court further found that provisions governing electoral rights cases in administrative courts were not applicable because the matter examined did not fall within the jurisdiction of a court of general jurisdiction responsible for voter list corrections.

“Dear compatriots, we once again inform you that only citizens of the Republic of Armenia have the right to participate in nationwide elections,” the service said.

The agency urged the public not to rely on misleading statements and not to take unnecessary actions based on inaccurate information.

The election campaign, which began on May 8, will continue until June 5. June 6 will be observed as a day of silence, while parliamentary elections are scheduled for June 7. On May 25, the Alliance Progressive Centrist Party withdrew from the race, leading the Central Electoral Commission to cancel the registration of its electoral list. As a result, ballot paper No. 13 will not appear in the upcoming elections.
