Armenia starts TRIPP ratification process

At its July 16 meeting, the Armenian government is set to approve a legislative initiative on a draft law to ratify the framework agreement on strategic cooperation between the Republic of Armenia and the United States concerning the Trump Route for International Peace and Prosperity project (TRIPP). The agreement was signed in Washington on June 1, 2026, and in Yerevan on June 4, 2026, Aysor.am reports.

The process of applying to the Constitutional Court and securing ratification is now beginning. Before the agreement is ratified by parliament, the government will refer it to the Constitutional Court to determine whether it complies with the Constitution.

The draft government decision states: “For the purpose of determining the compliance of the obligations stipulated in the international treaty with the Constitution of the Republic of Armenia, apply to the Constitutional Court of the Republic of Armenia. If the Constitutional Court of the Republic of Armenia issues a decision recognizing the obligations stipulated in the international treaty as compliant with the Constitution of the Republic of Armenia, the legislative initiative of the Government of the Republic of Armenia shall be submitted to the National Assembly of the Republic of Armenia in accordance with the established procedure. Deputy Foreign Minister of the Republic of Armenia Vahan Kostanyan shall be appointed as the representative of the Government of the Republic of Armenia before the Constitutional Court of the Republic of Armenia and shall be vested with all rights granted to a party under the constitutional law of the Republic of Armenia ‘On the Constitutional Court.’”

The explanatory note to the draft also stresses that the proposed legal act provides for ratification of the framework agreement on strategic cooperation between Armenia and the United States concerning the Trump Route for International Peace and Prosperity project, signed in Washington on June 1 and in Yerevan on June 4, 2026.

According to the government’s justification, adoption of the law will ensure completion of the procedures required for the TRIPP strategic cooperation framework agreement of June 1 and June 4, 2026, to enter into force.

The draft law stems from the Armenian government’s 2021-2026 action plan and its priorities for developing relations with the United States across multiple areas.

The Armenia-U.S. framework agreement concerning the Trump Route was signed on June 4.

Armenian Foreign Minister Ararat Mirzoyan and U.S. Secretary of State Marco Rubio signed a series of documents at Yerevan’s Zvartnots Airport. The framework agreement on strategic project was initialed, while the Charter on Comprehensive Strategic Partnership between Armenia and the United States was also signed.
