Armenia needs a state concept on NKR conflict settlement
According to Heritage Parliamentary Faction Secretary, Larisa Alaverdyan, vulnerability of Armenian position in NKR conflict settlement lies in the absence of unified state concept on the issue.

Dwelling on 3 basic principles for NKR conflict settlement: territorial integrity, nation's right for self-determination and peaceful conflict settlement, Alaverdyan emphasized, that despite our reassurances that NKR has gained independence even before Azerbaijan's withdrawal from USSR, international community perceives territorial integrity principle the way Azerbaijan does.

Armenia needs unified state concept, expressing conflict settlement principles based on RA and NKR interests. According to Alaverdyan, despite RA parliament's resolution on Armenia's signing only an agreement NKR has been a party to, NKR has taken no part in negotiations. "Still, even RA Parliament is unaware of all the details of negotiation process, though the high status of governmental structure, responsible for international agreements ratification, should allow of its participation in NKR conflict settlement negotiations," she noted.
