SPECIAL PARLIAMENTARY COMMISSION SET ABOUT DISCUSSING CONSTITUTIONAL REFORM DRAFT
Today interim parliamentary commission on constitutional reform set about discussing the draft worked out by the commission under the President. While presenting the package of the proposed changes President's assistant Armen Harutyunian noted the draft provides for significant limitation of rights and authority of head of the state. In his words, the Parliament is provided with mechanisms, which let influence the process of forming the Cabinet. In particular, in case the Parliament rejects the Prime Minister candidature, in accordance with "the presidential" bill, the legislators have the right to propose their own candidate. The new project also provides for the institute of President at interim. This measure is foreseen for the case if the head of the state is not able to fulfill his duties due to some reasons.
