NEW ELECTING CODE BILL STIPULATES PROPORTIONAL SYSTEM OF PARLIAMENTARY ELECTION HOLDING EXCLUSIVELY
The National Assembly of Armenia will soon consider the bill of the new electing code. According to the bill, parliamentary elections will be held exclusively according to the proportional system. According to the theory that is the document basis, voters will have to vote not for parties but for concrete candidates of parties. The more the candidates will have votes, the more deputies will the party have in the parliament. It is assumed, the mandates will have to be obtained by those party candidates that will have the most votes. The 5 percent barrier is retained in the bill. It should be reminded that a number of factions and deputy groups of the active parliament are against the exclusively proportional system of election holding. As it is known, at the present time the combination system is used: 75 deputies are elected according to the majority system and 56 are elected according to proportional one.
