An amendment is made in the US fiscal year 2004 foreign aid bill, which contains a negative assessment of the presidential election held in Azerbaijan. As reported by Baku media, the amendment was introduced yesterday proposed by Senator John McCain, who is chairman of the Senate Committee on Commerce, Science and Transportation.
