The Nagorno Karabakh Republic (NKR) State Commission for prisoners of war and the missing has made a statement the other day saying that September 26 Azeri army private Asif Bayramov was detained at northern direction of the contact line between the armed forces of Nagorno Karabakh and Azerbaijan. In his words, he had deserted from his military unit due to an attitude towards himself not provided for by service regulations, and losing his way found himself on the NKR territory. The commission informed the OSCE and International Committee of the Red Cross (ICRC) Stepanakert offices on detaining Bayramov. The NKR authorities have provided an opportunity for ICRC representatives to meet with the detained soldier. Through the mediation of the ICRC Karabakh representation the State Commission is holding negotiations with the Azeri party on passing Bayramov to the Azeri authorities.
